After the First World War, it did not take long for Šiauliai to stand on its feet, and the city’s inhabitants were among the most active creators of the foundations for the internal life and politics of the new state. Šiauliai self-governance was firm, rallying politicians who well knew their aim and had the vision, such as lawyer Kazimieras Venclauskis who had already acquired considerable experience in self-governance still in the years of occupation and who became the first burgomaster of the city and formed the guidelines for self-governance policy; cultural and social activist Antanas Mikševičius, who chaired the management board of Šiauliai cultural society ‘Varpas’ before the war; economist Jackus Sondeckis, who always remaining loyal to social democratic values, greatly improved the city’s health and social situation and laid down the city’s further development guidelines.

The geographical position of Šiauliai again became the reason for its prosperity. In 1923, when the Republic of Lithuania incorporated Klaipėda area, at last it had a port that could be used for trade; thus, the state had to immediately connect Klaipėda and its port with the rest of Lithuania, and Šiauliai as a connecting point became strategically very important. The railway lines were soon built from Šiauliai to Telšiai, and later, via the later, to Kretinga and Klaipėda. Šiauliai tradesmen turned towards Klaipėda through which the relationships with foreign traders were established and there was no need to use the services of Riga port as before.

The improving economic situation boosted the rapid growth of the city. Soon, nearby former settlements were connected, such as the territories of Ginkūnai, Aleksandrija and Gubernija manors, previously ruled by counts the Zubovai, increasing the area of the city more than twice. The residents, who were hiding abroad and in the depth of Russia from the horrors of war, returned. The national composition of the townsmen changed considerably. Still in 1909, the population census data showed that more than half of the townsmen were Jews, while the Russian community was only slightly smaller than that of Lithuanians, but the population census of 1923 showed that the Jewish community declined by half, while Russian representatives almost disappeared. At that time, Lithuanians made up two thirds of the city’s population.

Before the war, Šiauliai was famous for a large group of intellectuals who actively fostered cultural, educational and public activities. Even Kaunas, which at that time did not rally such a large group of enlightened persons, could envy the number and personalities of Šiauliai intellectuals. Unfortunately, Šiauliai did not manage to retain these people during the interwar period. They were tempted to move to the temporary capital to form the core of the professors of the newly established University of Lithuania (the future Vytautas Magnus University) and contribute to the creation of the administrative apparatus of the state. These were such prominent public figures and educators as Jonas Šliūpas, Mykolas and Vaclovas Biržiškos, Kazys and Stasys Šalkauskai, Kipras Bielinis, Rapolas Skipitis, and Vladas Požela. Even after such intellectuals’ loss, Šiauliai managed to preserve part of the intelligentsia, which, led by burgomaster J. Sondeckis and lawyer K. Vencliauskis, even having lost its former associates (most of them, like the ones who left, were social democrats and left-wing representatives), significantly contributed to the restoration of the city, which achieved its prosperity in fourth decade of the 20th century, under the rule of strong burgomasters J. Sondeckis and Juozas Valančius. Under the rule of the latter, in 1931-1938, nice modernist buildings arose, the infrastructure of the city – sanitation, telecommunications and electricity networks – was developed.

During World War I, Šiauliai became a strategically important point, crossed by the main railway lines, making it the venue of fierce clashes. It is one of the cities of Lithuania that suffered most during the war. As the Russian Empire Army was retreating and leaving the land of Lithuania, the German Army, entering the city, robbed, devastated and set it on fire. The fire was so large that, according to the regional press of that time, the sea of flames was illuminating the city all night. The raging of the German Army ceased only when three quarters of the city’s buildings were destroyed and burned, but the battles for Šiauliai continued. The Russian Army, having returned, being repeatedly defeated and shrinking, again set the city on fire. The local press continued to describe the sad fate of Šiauliai, mentioning that all that remained from the city was a large cemetery, overgrown streets and just 5,000 inhabitants. The network of educational institutions was completely destroyed in the city, there was no library or school (it was allowed to set up only small shelter schools, which also did not last long). In 1917, the gymnasium started functioning in the city again. ‘Varpas’ society, which was closed at the beginning of occupation of the Kaiser’s Germany, after reorganisation called ‘Kanklės’, revived.

Most of the enterprises were no longer able to function because they no longer had materials for manufacturing any production. Only Ch.Frenkelis’s tannery was still functioning until it ran out of its raw materials reserves. Small businesses, which did not stand excessive tax burden, closed.

After the war, in the beginning of January, 1919, being chased by the Bolsheviks Army, the German Army was forced to leave the city but quickly returned again, though only for several months. This time, their consolidation was restrained by representatives of the emerging municipality, led by K. Venclauskis, who had already acquired sufficient political experience and began to decide how the city should be managed and in which direction it should move forward.

As soon as Germans retreated from Šiauliai, local inhabitants immediately received new uninvited guests: the Bermondt’s Army. Their activities in the city were marked by a single feature: permanent robbery of institutions and residents and devastation of the area. Šiauliai municipality responded to them by setting up a temporary partisan headquaters in Šiauliai, which united partisans’ squads, and assisted by the Lithuanian Army, after two months of rampage of the Bermondt’s Army, defeated the intruders. One of the most significant moments of these battles was when the Lithuanian Army, at that time still poorly armed, confiscated the weaponry transported in trains of the Bermondt’s Army and later successfully used it in the war, this way reaching the breakthrough in the battles.

In the late 18th century and the early 19th century, the detailed picture of Šiauliai, recorded in the city plan drawn up in 1800-1801, is already known. It is the first city plan and one of the first such cartographic works in the history of Lithuania. This plan clearly shows the arrangement of buildings, streets and interurban roads of the growing city. Urban growth and economic development were directly influenced by trade routes. In the early 19th century, Šiauliai stood at the junction of post roads, one of which led as far as Palanga; another, to Panevėžys and further, already to Vilnius. Later, in 1835-1858, a very important highway from Riga to Tilžė via Šiauliai was built. Its significance grew even before it was completed – in 1853-1856, during the Crimean War, when all Baltic seaports were blocked. This in turn led to the economic revival of Šiauliai. The roads were used by post horses and private carriages of wealthy townspeople and civil servants. In 1825-1831, not far from Šiauliai, in the vicinities of the city (near the present settlements of Bubiai and Šaukėnai), the canal, known as Dubysos-Ventos perkasa, which was part of an ambitious project that had to join the Baltic Sea and the Black Sea, was dug. The construction of the canal was the largest work of this kind at that time in the entire Russian Empire. It was hoped to join the Nemunas basin with the Baltic Sea, because after the partition of the Commonwealth of Both Nations, the river mouth went to Prussia and the Russian Empire had to look for other ways to access the Baltic Sea. Construction works ceased due to the rebellion of 1831 and subsequent attempts to restart them were inefficient. In the long run, the importance of this canal declined when other transportation alternatives appeared. The Liepaja-Romnai railway line was opened (on September 4, 1871, the Kaišiadorys-Liepaja stretch, and on November 1, 1873, Radviliškis-Kalkūnai branch), connecting Šiauliai with important stations in Ukraine, Belarus, Latvia, and Russia. The earlier built Riga-Tauragė highway also has to be kept in mind; therefore, the growth of the city became unstoppable. Over 52 years (1861-1913), the population increased from almost 6 thousand to more than 23,5 thousand, which allowed Šiauliai to become the second most populous city of Kaunas province (guberniya). From 1861, the number of recorded 467 homes jumped to 1853 in 1910, of which 221 houses were already brick. At the turn of 18-19th centuries they started caring about planting greenery in the city, but only Didždvaris and the park established in it, which eventually became open to all inhabitants of the city, was famous for its exclusive green areas. On the other hand, there were enough green areas in the city, because plots with gardens were set up in many places.

In 1616, Šiauliai crown estate, called economy, starts operating. It is an institution uniting and governing royal manors and their lands in the region from Šiauliai manor, established in Šiauliai. The manor house was wooden before it was burned down during the fire in 1736 (by the way, the manor house was burned down earlier too, for example, in 1657, when the Swedish Army raged in the city), and only after this fire, the brick one was started to be rebuilt. Its construction lasted until the end of the 18th century. Šiauliai economy was the largest economy of the Grand Duchy of Lithuania. It is slightly paradoxical that Šiauliai in the economy did not have a lead in size or population or economic situation. There were only 5 economies in the Grand Duchy of Lithuania, and their status and significance were special; i.e., it was sought that the ruler would separate state and his own treasury; thus, after the death of Žygimantas Augustas, the financial and economic policy of elected foreign rulers little influenced the local nobility. The ruler used to earn income for his treasury from the economies in order to maintain the manor, but he could not pledge, mortgage or sell these holdings to anyone else for life. The economies could only be leased, which was usually the case, but only for a certain period of time and only to the citizens of the Grand Duchy of Lithuania; therefore, these holdings became of national significance and their role was particularly important in internal politics and in further development of the state. Over time, this special status contributed to the rise of Šiauliai as a city.

The fact that education in Šiauliai was among the most important priorities is demonstrated by the mention dated 1617, that Šiauliai had a school. Mauricius Griškevičius (Hriškevičius) writes about the rectory of the church and the school attached to the church and states that it used to be here before too. So, local inhabitants always had a need for education and training. This need might have appeared to them as early as 1445, when the church was built in the city, which became a shrine of both religion and education. It is to be maintained that according to the traditions prevailing throughout Europe, in the course of time, a learning institution had to appear by the church, possibly for education of future intellectuals.

In the second half of the 17th century, Šiauliai economy was already ruled by the Sapiegos family. It is detected in the inventory of the manor, made in 1680, that in addition to windmills, there was a brewery in its area of outbuildings. It is the oldest known brewery in Lithuania, which later flourished and became significant for the economy of Šiauliai city and region, and is still operating now.

The fact that Šiauliai was an important unit of economy is proved by a road map, drawn up in 1699-1700. It was made by hired Saxon cartographers under the order of the Swedish Army that was invading the country during the Northern War. The legends of the plan show that Šiauliai was clearly distinguished as the largest urban structure of surrounding areas, where all the main roads intersected. Šiauliai church was also recorded in the map; it was clearly distinguished as the largest building.
